This article examines the operations of Russian-émigré anti-Bolshevik combat organizations on the territory of Finland in 1917–1939. After the October Revolution, Finland became an important support area for various counterrevolutionary forces of the Russian Civil War. These activities were possible only due to the support of Finnish military intelligence’s pursuit of its own political and strategic interests. Although the cooperation between Finnish military intelligence and Russian émigré groups persisted until World War II, it faced increasing opposition within the Finnish society and among the country’s political elite.
